广东省环境保护厅关于中山大学附属第六医院核技术利用改扩建项目环境影响报告表的批复

 

中山大学附属第六医院:

你单位报批的《核技术利用建设项目环境影响报告表》(以下简称报告表,编号GDHL-HP-16-C005)、广州市环境保护局的初审意见和省环境辐射监测中心的评估意见收悉。经研究,批复如下:

一、你单位核技术利用改扩建项目位于广州市天河区员村二横路26号。本次项目建设内容为:

(一)二期综合大楼负一层核医学科拟建的乙级非密封放射性物质工作场所原已获得环境影响评价同意批复,因医院发展需要,需调整设计,对核医学科进行重新布局建设。核医学科核技术利用项目包括:使用放射性核素锝-99m和氟-18开展SPECT-CTPET-CT核素显像(SPECT-CTPET-CT1台,均属Ⅲ类射线装置);使用放射性核素锶-89、磷-32开展核素治疗;使用放射性核素碘-131开展核素显像以及甲亢、甲癌治疗项目,并设置3间甲癌病房。重新设计布局后,核医学科仍为乙级非密封放射性物质工作场所。

(二)在二期综合大楼负一层核医学科使用1CT机和1台胃肠机;在急诊楼三楼口腔科使用1台牙片机;在综合楼负一层放射科使用1台口腔X射线机。以上射线装置均用于放射诊断,均属Ⅲ类医用X射线装置。

二、广东省环境辐射监测中心组织专家对报告表进行了技术评审,出具的评估意见认为,报告表有关该项目建设可能造成的环境影响分析、预测和评价内容,以及提出的辐射安全防护措施合理可行,环境影响评价结论总体可信,我厅同意该项目建设。你单位应按照报告表内容组织实施。

三、项目应认真落实报告表提出的各项污染防治和辐射防护措施,并重点做好以下工作:

(一)健全辐射安全管理机构,完善辐射安全各项管理制度。辐射安全管理人员和辐射工作人员定期接受辐射安全与防护培训并持证上岗。

 (二)严格按照《电离辐射防护与辐射源安全基本标准》                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                         GB188712002)等标准要求建设各机房,落实各项辐射安全与防护措施,严格辐射工作场所的分区管理,工作场所须设立电离辐射警示标志,配备辐射防护用品。

(三)严格按照《临床核医学放射卫生防护标准》(GBZ120-2006)要求进一步加强核医学科的辐射防护、安全、监测等管理。加强放射性物质的安全保卫工作,完善防盗设施与措施,确保放射性物质的安全。按照要求建立放射性同位素使用台账。

(四)落实监测计划,配备辐射监测仪器。定期对周围环境和工作场所进行环境辐射监测并建立监测档案。工作人员佩戴个人剂量计,剂量计监测每季度进行1次,建立个人剂量档案。

(五)你单位核技术利用项目的剂量管理目标值:工作人员剂量控制值低于5毫希沃特/年,公众剂量控制值低于0.25毫希沃特/年。

四、项目建设应严格执行配套建设的环境保护设施与主体工程同时设计、同时施工、同时投产使用的环境保护“三同时”制度。项目建成后,你单位应按规定的程序申请辐射安全许可。

五、项目的日常环境保护监督管理工作由广州市环境保护局负责。
