广东省环境保护厅关于广东省人民医院核技术利用改扩建项目环境影响报告表的批复

 

广东省人民医院:

你单位报批的《核技术利用建设项目环境影响报告表》(以下简称报告表,编号16FSHP050)等材料收悉。经研究,批复如下:

一、你单位核技术利用改扩建项目位于广州市越秀区中山二路106号。本次项目建设内容为:

(一)改建伟伦楼五楼核医学科原SPECT机房,新增1SPECT/CT(属Ⅲ类射线装置)更换原有SPECT机,用于核素显像。放射性核素鍀-99m使用量不变,改建后仍属乙级非密封放射性物质工作场所;

(二)增加放射性碘-125粒子源使用量,增加伟伦楼四楼介入三室为新植入场所,扩建后仍属丙级非密封放射性物质工作场所;

(三)将伟伦楼四楼原有介入一室和东侧走廊合并改造为新介入一室,新增1台数字减影血管造影装置(属Ⅱ类射线装置)更换原有旧机,用于放射诊疗。在英东楼一楼新建导管八室,新增使用1台数字减影血管造影装置(属Ⅱ类射线装置)用于介入手术中放射诊疗。

二、广东省环境辐射监测中心组织专家对报告表进行了技术评审,出具的评估意见认为,报告表有关该项目建设可能造成的环境影响分析、预测和评价内容,以及提出的辐射安全防护措施合理可行,环境影响评价结论总体可信,我厅同意该项目建设。你单位应按照报告表内容组织实施。

三、项目应认真落实报告表提出的各项污染防治和辐射防护措施,并重点做好以下工作:

(一)完善辐射安全各项管理制度。辐射安全管理人员和辐射工作人员定期接受辐射安全与防护培训并持证上岗。

(二)严格按照《电离辐射防护与辐射源安全基本标准》                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                         GB188712002)《低能γ射线粒子源植入治疗的放射卫生防护与质量控制检测规范》(GBZ178-2014)《临床核医学放射卫生防护标准》(GBZ120-2006)等标准要求建设各机房,落实各项辐射安全与防护措施,严格辐射工作场所的分区管理,工作场所须设立电离辐射警示标志,配备辐射防护用品。

(三)加强放射性物质的安全保卫工作,完善防盗设施与措施。按照要求建立放射性同位素使用台账。

(四)严格按照《医用放射性废物的卫生防护管理》(GBZ133-2009)要求落实放射性“三废”处理措施。

(五)落实监测计划,配备辐射监测仪器。定期对周围环境和工作场所进行环境辐射监测并建立监测档案。工作人员佩戴个人剂量计,剂量计监测每季度进行1次,建立个人剂量档案。

(六)你单位核技术利用项目的剂量管理目标值:工作人员剂量控制值低于5毫希沃特/年,公众剂量控制值低于0.25毫希沃特/年。

四、项目建设应严格执行配套建设的环境保护设施与主体工程同时设计、同时施工、同时投产使用的环境保护“三同时”制度。项目建成后,你单位应按规定的程序重新申请辐射安全许可证。

五、项目的日常环境保护监督管理工作由广州市环境保护局负责。
